Ⅰ. KEPIC 2005년 판 소개
1. 개발현황 전력산업기술기준(KEPIC, Korea Electric Power Industry Code)은 전력설비에 사용되는 기술기준의 국산화를 목표로 정 부의 정책적인 지원하에 전력산업계에서 자율적으로 제정한 단 체기준으로서, 국내 전력설비에 사용한 대표적인 외국의 기술기 준을 참조하여 전력설비 건설과 운영 경험을 토대로 우리 나라 의 실정에 맞게 개발하였다 가. 전력산업기술기준이란? 전력산업기술기준((Korea Electric Power Industry Code, 약칭 “KEPIC”)은 전력산업 설비와 기기의 안전성․신뢰성과 품질 확보를 위하여 산업계 필요에 의해 자율적으로 제정한 단체표준으로서 원자력법․전기사업법․건축법․소방법 등 법령상의 규제 요건을 만족하면서 전력설비의 건설․운영경 험을 토대로 KS 등 국내외 기술표준을 참조하여 개발한 것으 로서 전력설비의 설계․제작․설치․시공․시험․검사 등 전 단계에 대한 기술적인 지침을 종합적으로 제공하는 산업 기술표준이다. 전력산업기술기준 ⇒ 약칭 전력기준 Korea Electric Power Industry Code KEPIC 나. 개발 기본방향 국내 전력설비의 건설과 운전에 적용되었던 외국, 특히 미국 의 관련 표준에서 국산화가 이루어졌거나 국산화가 가능한 품목 에 적용할 수 있는 표준을 참조하여, 기술적인 사항들은 참조기 준과 동등한 수준이 되도록 번안(Adaptation)하여 개발하였다. 제도적인 사항들은 ASME Accreditation System을 KEPIC 자격인증제도로 전환함으로써 국내 실정에 맞게 조정하였으며 원자력과 비원자력 분야 기술기준의 요구조건 수준을 차별화 하 였다 |
- 원자력은 인증제도를 국내 제도화(품질시스템 인증․ 공인검사․등록기술자 등) - 비원자력은 ISO 9000 품질시스템 인증․비안전성 압력 기기의 공인검사제도 적용 단위는 ft-lb와 SI 단위를 병행기재하고 가능한 참조기준과 항 목번호가 대응되는 KEPIC의 고유 분류기호를 사용하였다. 다. 추진경위 한국전력공사에서는 이에 따라 타당성 검토를 거쳐 개발방 향이 수립되었고, 1989년 12월, 산업자원부에서 정부의 원전 기 술자립 및 표준화 정책과 연계하여 기술기준을 개발토록 제의함으로써 한국전력 주관으로 원자력발전소와 화력발전소 설비 및기기에 적용하기 위한 기술기준 개발사업을 한국전력기술주식회사를 용역기관으로 하여 본격적으로 추진하기 시작하였다. 그리하여 정부의 전력산업 기술자립 정책과 산업계의 여망 에 적극 부응하여 한국전력공사가 기술표준의 개발에 착수하였 고 1995년 11월, 제1차로 원자력발전소와 화력발전소에 적용하 는 전력산업기술기준을 발간하였고, 2000년 6월에는 적용범위를 송․변․배전분야까지 확대하여 전력설비 전 분야를 망라하는 기술기준을 발간함으로써 우리나라도 명실상부한 기술기준 보 유국 대열에 진입하게 되었다. 또한 2001년부터는 산업자원부으로부터 전력산업기반기 금을 지원받게 되었으며, 2001년 12월 28일에는 국립기술표 준원 주관으로 국제표준화기구 전기기술위원회(ISO/IEC) 정 보센터에 등록하여 KEPIC이 WTO/TBT 협정부속서 3 공정 관행규약(Code of Good Practice)을 이행하겠다고 약속함으 로서 국제적으로 적용할 수 있는 기술기준으로서의 위상을 갖게 되었다. |
